Are the brochure supplements replacing Schedule F of the existing ADV 2?  We are a small firm, can we just list all supervised persons in the primary ADV 2 brochure?

No.  Part 2A of the proposed Part 2 (the Firm Brochure requirement) would replace the existing Part II and Schedule F requirements.  Part 2B of the proposed Part 2 (the Brochure Supplement requirement) is a new requirement, and does not replace any existing requirement per se. It addresses components of existing Items 5 & 6 in the current Part II. 
 
You can satisfy the proposed Part 2B requirements by including information responsive to the requirements in the Firm Brochure.  Small firms will likely do this.  You need not list, however, all supervised persons.  The requirement relates to supervised persons that provide advice to clients.  You only need to provide information for those individuals.
